Chief Executive Officer (CEO)
Janet Doherty Pulliam
Janet has over 25 years of broad-based healthcare experience, ranging from health plan, hospital and IPA roles. She joined PPMSI in 2013 as the CFO and was a key participant in the acquisition of the organization by Hospital Corporation of America (HCA). Janet assumed the CEO role in July, 2018 and is a strategic leader driving corporate initiatives to get ahead of increasing industry demands and supporting our physicians to deliver the best healthcare in the industry. Janet participates in multiple committees for APG (American Physician Group), is a member of HFMA (Healthcare Financial Management Association) , and participates on leadership committees with a number of health plans.

Chief Information Officer (CIO)
Tina Buop
Tina Buop joined the organization in January 2019 as the CIO. She brings 20+ years of technical innovation, alignment and strategic leadership to PPMSI. Prior to joining the team, Tina served in technology and business leadership executive positions within Fortune 100, Managed Care, IPA’s, FQHCs and most recently as the CEO of a medical startup.

Tina is a graduate of Cal State University Hayward, has her PMI/PMP and serves on editorial and advisory boards for interoperability. Tina actively participates in HIMSS, CHIME, ACHE, PMI and Women Who Code.

Chief Medical Officer (CMO)
Kersten Kraft MD
Dr. Kraft has served as President of the SCCIPA since 2008. He also serves as the Chief Medical Officer of PPMSI, the MSO for SCCIPA. After spending 16 years at Stanford University (undergraduate, medical school, residency in Urology) he established his medical practice at Good Samaritan Hospital in San Jose, more than 30 years ago. He was general partner and president of Mobile Kidney Stone Centers of California, a joint venture of physicians, physician groups and Good Samaritan Hospital, which grew to be the second largest lithotripsy operation in the country. He continues to practice Urology and is listed in Best Doctors annually. Kersten has served on the boards of APG (American Physicians Group), Health Access Solutions, and was a member of the NCQA committee for standards of specialty physician excellence.

Vice President of Operations
Robert Wilson
Rob is a healthcare industry professional who believes cost-effective quality healthcare is achievable through continuous process improvement. With over 29 years in Operations and IT roles for Payers and Provider Organizations, Rob’s broad experience across domains positions him to lead PPMSI’s success at delivering affordable “best in class” MSO services while exceeding quality program goals for SCCIPA’s health plan partners.

Vice President of Medical Management
Carvel Tefft MD
Dr. Tefft is a physician executive with 15 years of experience in clinical, hospital administrative and IPA leadership positions. He currently serves as Vice President of Medical Management for PPMSI, the business entity which supports the Santa Clara County IPA (SCCIPA). Dr. Tefft graduated from Brown Medical School, trained in Internal Medicine, and after 5 years of Primary Care, transitioned to hospitalist work.

As the founding Director of the Summit Hospitalist Service (Oakland, CA), Dr. Tefft oversaw the growth of the group into the largest hospitalist service in the East Bay during his seven-year tenure. After earning a Masters in Medical Management at USC, he accepted a position as the Administrative Medical Director for the three Sutter campuses in Berkeley and Oakland. Prior to his current role, Dr. Tefft was Director and then Vice President of Health Resource Management at Hill Physicians Medical Group.
