Chief Executive Officer
Randy Frakes has been a major force in the evolution of Pacific Partners as a well-run managed care technology company for
the past 10 years, improving customer service and administrative efficiencies of PPMSI managed physicians and PPMSI staff.
He became CEO in December 2007 after 10 years as Chief Operating Officer. Randy is a well-known innovator in managed care
technology, who led the development and marketing of Access Express, the web communications and care management system that
links our physician offices to PPMSI.

Chief Operating Officer
Lori Vatcher has worked with PPMSI for the past 10 years as a Healthcare Consultant. She has also consulted nationally in
the development of managed care networks and MSO models. As COO, she is responsible for directing the business operations
of PPMSI managed medical groups including network management, claims, processing, data management, compliance with HMO contracts,
eligibility, capitation allocation, physician reimbursement and shared risk reimbursement, audit research and customer service.

Chief Financial Officer
Sue Myrick has been PPMSI Chief Financial Officer for more than 10 years. She is responsible for the financial integrity
of the company, making sure that all financial systems comply with general accounting principles and regulatory standards
and that all internal controls safeguard the assets of PPMSI and its contracted medical groups. Sue has 20 years experience
in healthcare financial management with a wide range of health plan, provider and practice management organizations.

Chief Medical Officer
Dr. Pan serves as Chief Medical Officer for PPMSI. His background spans clinical medicine as an orthopaedic hand surgeon,
basic science research in the field of molecular biology, and executive leadership in managed care and health information
technology. As CMO, he is responsible for providing professional medical direction to PPMSI and the IPAs including, but
not limited to implementing, maintaining, and refining approved quality improvement and utilization management programs
and keeping up to date with and ensuring compliance with federal regulation and NCQA requirements.
