Randy Frakes has been a major force in the evolution of Pacific Partners as a well-run managed care technology company for the past 10 years, improving customer service and administrative efficiencies of PPMSI managed physicians and PPMSI staff. He became CEO in December 2007 after 10 years as Chief Operating Officer. Randy is a well-known innovator in managed care technology, who led the development and marketing of Access Express, the web communications and care management system that links our physician offices to PPMSI.

Chief Operating Officer
Lori Vatcher has worked with PPMSI for the past 10 years as a Healthcare Consultant. She has also consulted nationally in the development of managed care networks and MSO models. As COO, she is responsible for directing the business operations of PPMSI managed medical groups including network management, claims, processing, data management, compliance with HMO contracts, eligibility, capitation allocation, physician reimbursement and shared risk reimbursement, audit research and customer service.
